On the contrary, that wasn't so in the US. Poker Face was overshadowed in the charts at the time by Boom Boom Pow, and Bad Romance... Well, we all know what happened there.

As far as her home country goes, she's never been as chart-dominant is Katy and Rihanna. And since she doesn't typically cross-over on radio, getting multi-format support, she most probably never will.

That is to say, she will still have her advantages abroad, but she also has very obvious disadvantages domestically.
