I think Ke$ha probably did. she's a writer for the song, but I think that she probably recorded it as a demo, didn't use it and gave it to Miley rather than writing it specifically for Miley because it sounds just like a song Ke$ ha would've recorded.

I'm not sure now, but I think I read/heard some comment on the song from Ke$ha herself. I think she said that she specifically wrote this song for Miley from the very beginning.

If I remember correctly she also said that she took care to keep the lyrics PG because Miley and especially Miley's audience were still young at the time. No kissy-kissy or naughty words.
