It's very obvious at this point David is a villain. This episode left so many hints, from Victoria claiming he knows so much about Malcolm, to the policeman calling him out on his BS. I think him and Malcolm aren't enemies but partners.

WTF. So not only did she spend a total of 5 minutes talking to her presumed dead father who she never met before, but now she won't even get to react to her own brother's death

Maybe the writers didn't feel like starting yet another relapse storyline

And that kinda further confirms that season 4 will be the final season since she would not be in rehab for two whole seasons... unless she died in rehab or something
