Even if he "softened" some bits, the tone of the whole thing is still the same.
Again, this was appealing for his base and his base only. No one on the groups he needs to gain ground (Educated Whites, African Americans, Latinos, Young people, etc) will care about it.

The thing he did was make his fans' mouths foam at the "wall" more. Pena Nieto sank to a new low in Mexico's eyes. Starting to get House of Cards teas with his approval rating later dipping below 10.

It has to do with the media portraying him as softening his tone when it's no different. it's such an inaccurate depiction of trump. he's actually doing the complete opposite. This whole xenophobic and anti immigration movement isn't just taking over the united states, it's actually winning in europe at the moment. We'll see more of this in the future in America thanks to trump.

From what I read it is technically a softening, if not in tone. He's not going to deport all illegals anymore. I think a lot of Hispanics and liberals wanted to hear about a path to citizenship and no more wall. No policy will be viewed as "compassionate" w/o that. Many also wanted some throwaways in the speech to most immigrants being nice people. But it was his typical stump speech for the most part. It's basically something Marco Rubio would do except for the wall and path to legal status.
If I had to pick between Trump's immigration policy and Hillary's just based on the merits alone and not the person behind them, I would probably pick Trump's. I don't believe a wall will be built, and Hillary is just too lenient even if I think there should a path to earned legal status. However, there are ways to talk about the negative consequences of illegal immigration w/o seeming disparaging to all immigrants, and the GOP aren't threading that needle well.
