Technically speaking, yes. Athens handles all incidents in which a moderator's conduct is questioned and administrator review is requested.

Why? Because it's clogging the thread and this is not actually the proper channel for bringing up these concerns. The proper procedure is to contact staff as a whole via help request, and to request admin attention if one feels it is necessary.
