And they never developed as a couple in fact in the manga they haven't talked to each other that much until part 2  The show had fillers that made them seem like a couple. I don't watch the anime so I don't know about those fillers you speak of.
And this is a shounen series so of course there's almost no romance.
If you actually paid attention to the manga Kishimoto started giving hints in the 21st volume when Shikamaru talked to his dad about women, and why he married such a scary one. And Shikaku replies ''because there are times that scary woman blossoms''. And then when Temari comes to rescue Shikamaru from Tayuya and kills her very brutally, she looks at him and smiles like his dad described his mother.
Also they released a bunch of canon novels after the series finished developing their relationships further because the manga wasn't the place to do so since it is shonen.
Too bad your unrealistic dream couples didn't happen. I suggest you to read fanfics instead.
I never shipped Shikamaru with anyone but I find ShikaTema tragic, like I said no matter how much moments they have, I don't ship it. That's just how it is.
