Gaga's dancing is overly-ambitious though. She bites off more than she can chew. So when she nails it (like the Judas video) she looks incredible. But when she can't keep up, she looks stupid, like some of her live performances at the Born This Way Ball.
Rihanna knows that her dancing abilities are limited, which is why she has such simple choreography. She focuses on synchronicity with her back-up dancers, which is what makes it look cool. It's kind of like how in the 'Uptown Funk' video, the steps aren't very complex, but because Bruno's doing it in perfect synchronisation with the back-up singers, it looks awesome.
It's not all about how complex the routine is. Besides, the attitude of the steps match the attitude of the song.
