An "It-Girl" by definition, is almost always a new artist/actress/model (or an somebody who has risen to heights not previously seen.)
So by that criteria, somebody like Gaga, Beyonce, Britney, Taylor, ect... could not be the "It-Girl" of 2013. They've already had that moment of being the next big thing.

Demi Lovato has a small chance. She's risen in visibility, however I still kind of feel like she'll once again be relegated to a Gold album and 1 or 2 hits.
Azealia Banks will, at most, be rap's answer to Lana Del Rey. Her toxic attitude will be the end of her. Her music, while progressive and well received by critics, also just isn't accessible to the general public of America.
Iggy Azalea will likely gain a modest international following, but not crack the US as intended.
Emeli Sande has a strong chance of breaking into the US and having success around the level of Amy Winehouse. This is mainly due to Capitol's cutthroat tactics. She will be forced on us. We'll see if the public responds.
Bonnie McKee seems to be the only "new" girl on deck with a chance at hitting it big. She's steadily gaining momentum/anticipation and hasn't failed us in the way that Neon Hitch/Skylar Grey/Porcelain Black/Sabi/Skye Ferreira/Natalia Kills all did (AKA, the girls of 2011 who all failed to launch.)
Was Ellie really a runner up for it girl of 2012? I LOOOOVE Ellie, but idk if she got very close... And Lana's success and popularity doesn't measure up to the girls from the other years... But maybe that's because there was no real huge breakthrough artist in 2012..
Marina will be the it girl of 2013, just you watch.

I'm rooting for Azealia Banks. She's super talented, but her mouth has already gotten her in so much trouble.. IDK. If not her, then maybe Emeli Sandé or Alexis Jordin (although I seriously doubt that since Roc Nation picks horrible music for her and barely promotes her ish.) Iggy will probably gain a bunch of attention in 2013 (she's great to look at), but IDK about her being an "IT" girl. Her music is so bleh.
