A song can't be considered as a single unless it has a radio add and an official cover.

It's the same situation as Loveeeeeee Song by Rihanna. It's really high on the radio charts by itself, even if she makes a video for it it still won't make it a single.
The reason you never see any other pop girls doing that is because that never happens to them. Radio never seem to play Lady Gaga or Katy Perry or Ke$ha album tracks.
