But as far as the music goes, what's so "avant-garde" about GaGa's music? And I don't really hear the other girls doing what she is doing. Katy, Rihanna, Britney and Ke$ha just makes basic dance-pop music and works with the most generic producers of the moment.

For the first part completely agree, not a single person can deny that.
I'm not going to speak for Lady Gaga because I don't know who she was referring to so I'll try my best to describe what I think she is referring to, or how I understood it.
Before Gaga we had the likes of Madonna and to a lesser extent Gwen, both Avant-garde in their own. Madonna has always pushed the envelope and brought different sounds into the forefront of pop music, such as La isla bonita. Gwen with her reggae influences mix with pop in that one song, Hey baby? Anyways,
When Gaga came into the scene and started mixing rock/electro/dancepop sounds you saw a surge of that type of music. Example number one, Natalia Kills and her song Mirrors. Lady Gaga did pretty basic dancepop music such as Just Dance and Poker Face but then music such as, Paparazzi, atmospheric, theatrical dancepop. Paparazzi is very Avant-garde, right down to the lyrics. Bad Romance can be considered Avant-garde.
