Quite honestly, I don't think the decision came down to her. It was clear that she had every intention to perform, but at some point the matter becomes a security/management/record label issue. It's not only HER safety... it's the safety of the crew, the safety of the fans too. That's a LOT of people that are being put at risk, and no, not all of them are willing to "die for their art".
Keep in mind that Gaga also never actually got the permit to perform, and this cancellation was merely done in anticipation of the fact that the permit wouldn't have been issued. Crews have to start arriving for stage setup almost a week in advance (which would be like, today)... so they had to cancel the show now in order to avoid even bigger monetary losses.
I respect the decision, though I would hope that she takes the time to make a video or public statement about the situation, so that it doesn't seem like the terrorists won. I'm sure she will do something.
