I think she has to master all 4 elements in order to go into the avatar state. Aang didn't go into the avatar state until later in the series after he learned all 4 elements.
That's why i'm so eager for her to finish her airbending training. Now maybe with the Pro-bending out of the way she can finish.

What's really getting me pissed is Amon having an army sized amount if minions around him when he takes away peoples bending. He's not powerful, he's a Hitler who uses fear and persuasive speeches to control people. He'll never be on Azula's level.

Kuruk got his wife's face stolen, Kyoshi got the Avatar Holiday and created the Dai Li, and Roku basically started the war by not killing the firelord
