Moves Like Jagger came out in the UK market over two months after USA could buy it.
It's their usual market strategy.
If they did it with Misery (and it was not a hit in USA) they sure will do it with Payphone, which has been proven already a good catch with listeners and buyers.

Germany is a huge market, but it doesn't drive singles in other countries: UK does.
And btw, Payphone is still charting alone already out of MLJ success, in any Country where it has become available for purchase.

I don't see how it could fail to chart well once promoted, if it does already, albeit with various degrees, without it.

Moves Like Jagger simply dominated European charts for a year and it still present in the top 100 of any major Country chart a good 10 months after it firstly came out: that training push and force has to be reckoned in a factor to any radio and record promoter, and it's not really a problem if the synergies don't play at the same time: Maroon 5 will push the single in Europe near the time the album comes off; it's anyway pointless to do it before.
It'd be a bad marketing move, and they are avoiding it.

Again I am not fortune teller, but out of prejudices, I have no reason to believe Payphone can fail in a good charting performance anywhere.
