Certifications are based on shipments. When a label has shipped 500,000 copies of an album to stores nationwide, it is certified gold if the label chooses to pay for the certification.
An album can sell 500,000 copies and not be certified by the label. Meaning it isn't gold. Vice-versa - A label can certify an album at 420k in sales as Gold, even though it hasn't passed 500k.
As of late, labels have been a lot more lenient on certifications though. As is the case with Britney Spears when Femme Fatale had only sold 400k and was certified platinum. There was no way in hell they shipped that many copies of the album out.
