Why would they allow + members the option/freedom to use GIFs of their choosing, when the point of 125x125 the GIFs was to satisfy server capacity?

That's the equivalent of running out of ice cream at your house, not having the money to buy more ice cream, so just going robbing it from the store. You can't take away from a server that doesn't 'apparently' have the capacity to handle it.
