The problem is HWR isn't pushing HTL on radio yet. It just went for adds and that was the end of that.
When other labels release smashes while the current smash is out, they immerse themselves into the promo for it. Deals are made, promos are everywhere and the artist is visible, usually promoting the single on social media outlets. HWR is just letting everything ride out it seems.
