Most definitely. Though, I think that in time, it will have its glory. The fact that it was such a massive single even with the backlash, it will remain remembered.
You can say what you want about Gaga and her career decisions, and you can say that her sophomore effort lacked punch (which to be fair, it's hard to top where Gaga was POST TFM), but you cannot deny that Gaga most definitely knows how to be remembered.
If she didn't, why does the media still use the Popstar who has fallen so far in the past year or so.

I definitely think it'll end up being one of her signatures, along with TEOG. Both were brilliant songs that deserve it

1. Poker Face (we could say Just Dance, but she was just one hit wonder girl until Poker Face).
2. Bad Romance (we could harbor a shot for Paparazzi, but the song's less iconic versus her performance at the vmas).
3. Born This Way (merely for it being the lead single post TFM and the massive sales and records broken).
4. The Edge of Glory (because it's what cemented her among HAC/AC audiences, and what ultimately made other age groups take her seriously).
4/11 iconic singles. 36%. Not bad.

Just Dance wasn't much of a WW hit either. It missed the top 10 in France, and only managed #10 in Germany
