You're not getting my point. My point is how they prioritize artists. We know that Selena is their poster child, Miley is pretty much ignored until she comes out with new shiz, and Demi is sort of 'oh, there you are' - in the middle.
I think there isn't enough opportunity for Demi to make a breakthrough and her label is suffocating her with late and inconsistent promo, bla bla, you all know the criticism.
This is (in a way) why she's in the middle of her third era and still doesn't have any Top 5 song on Billboard Hot 100, when she HAS songs that COULD make it.

Right now she's kinda their first priority. Of course they could do much more.
But i think you're forgetting the fact that they're a small label. They can't get enough promo together to make one of their artists go top 5, if they're not popular enough.

Miley did it twice (PITUSA - peak 2 and TC - peak 4). She wasn't exactly HUGE, HUGE back then, but the HM movie did help, of course.
And PITUSA wasn't really an amazing song - but it was catchy, so much so that it still gets radio spins nowadays.

yeah but she did it thanks to the radio support! she didn't have HUGE promo, so it wasn't really thanks to HWR..

She had implicit promo. That counts a lot. Implicit promo is when your song is part of a movie, or a TV show, or it plays on a talent/any kind of show - it's not direct promo of the song.
For example, when Amelia Lily sang 'I'm With You' on the UK X-Factor, the original song rose on the charts to #23. And keep in mind it's nearly 10 years old.
Power of implicit promo.

it definitely does help a lot! But again, it's not in their hands!
Without radio support it's not possible, and HWR can't really control radios 
I'm just saying, HWR can't do everything

It’s no doubt that One Direction have gained a loyal following. Calling themselves ‘Directioners,’ fans of One Direction helped propel the group to their unprecedented success with the debut of their album.
"All five of them are such normal, ordinary lads and this is what they're getting to do, it's amazing,” said Niall’s mom.
Up next for One Direction? An appearance on Saturday Night Live this Saturday night, followed by a flight to Australia the next morning. It was recently announced that the group will be headlining - an impressive accomplishment for a relatively new band - a gig at the world famous Madison Square Garden later this year.
