It's due to airplay, mainly. Matched with stable sales.
A better of example would be Drake's "Crew Love", which is also growing in Urban airplay, but it's streaming is pretty intense.
I honestly don't understand how can this song be successful. In my opinion her voice is weak - not special in any way, the song is basic, generic, bad production, weak lyrics and vibe, not catchy, boring and amateurish imo. The video is also weak.
