The label submits artists album & songs to the Grammys and they pile it down to get the top (5 usually) they think are the best and has a shot of winning one.

For example, they sent Fairytale for a submission and it failed to garner one.
They sent like 12 submissions for Fearless and it got 8 nominations in the end.

Record labels choose which songs/albums get submitted to each category for each of their artists, and then a group of Grammy-people choose which 5 get nominated out of hundreds of submissions.
