HWR are far from being the worst label, there are some that are worse. Demi and Selena get a good amount of promo. Could it be better? Yes. They sometimes make horrible decisions and go about things the wrong way but even though they're terrible they aren't the worst.
There's one label in particular that is worse than HWR.

When Miley performed When I Look At You in 2010, it pushed the song into the top 10 of iTunes! And it peaked at #16 on the Billboard Hot 100! And it was not even a radio single. Demi will hopefully achieve similar success. Hopefully she isn't sick that day and sings amazingly well! Miley's performance was basically perfect, and it gave her a HUGE boost! I'm SO excited!!!
