The whole reason Billboard started including digital downloads in the Hot 100 was because in 2004 every #1 was by a black artist, so the Republicans wanted to include digital downloads so rich people could impact the chart more (since, in general, poor people listen to radio for music and rich people actually buy the music because they can).
It kind of back-fired though, because Candy Shop and Hollaback Girl were the first two songs to reach 1 million downloads lol. Proving the Republicans wrong, since they're both definitely "urban" songs (even though Gwen Stefani is white).
There was actually white artists at #1 in 2004 though, because Lean Back had Fat Joe and Eminem, who are both white on it. But every #1 song had a black artist on it. And people say Fantasia's song was RnB/soul or whatever, but I don't really think it is. If a white person had won and sang that song, they probably would've said it was pop.
All that said though, I think there was more variety in 2004's charts than in 2011's, not to mention the music was better back then, even if it was RnB dominated (thanks to Usher, etc.).
I think it was amazing around 2007 time. A bit of everything.

Almost EVERY OTHER chart in the world is based solely on sales. The US was the ONLY country that put airplay above anything else. Airplay is not based of direct consumer demand so it's not an accurate representation of what's actually popular.
Pop smashes like "Toxic" and "This Love", despite being massive monster hits were blocked from #1 because they weren't black and therefore couldn't crossover to more formats.

The thing with the UK is that it would be harder to shift singles out there without promotion. Also remember its going to scan 4M next week. I'm not sure of the population #s over there but I do know it's way smaller.
To get a hit over there you need to perform it somewhere.
