I feel like this should be about rihanna!
She might not have had the huge impact so early but she defiantly huge!
Rihanna and her music represent our current generation more so than Gagas. Her fashion, hair, and music are the most wanted since Umbrella. girls want to be her, guys wants to be with her. While gaga only gets most f her praise from the music industry/Grammys.
Rihanna is only getting bigger and seems like she will transend into other generations just like Britney doesn't today. Just looks at we found love 9weeka at #1. Who would have thought

Anticipating wasn't even a US single, and I don't think I Love Rock n Roll was either. Wasn't that when she was blacklisted from the radio? Even still, that's why I said Gaga was the bigger success.

Rihanna hasn't done anything iconic. Rihanna's biggest hit Umbrella isn't even that iconic.

I could sort of think that BTW (era) is kind of a reminiscence of Britney era.
The first singles were big worldwide hits. The rest of the era was forgotten.

If we're going to completely ignore The Fame Monster.. then yes. She did. 
The Fame sold like 4.5 million in a calendar year. It didn't sell an additional 6 million until The Fame Monster rolled around.
