It's obvious that Britney is still seen as being desirable though. She's always been synonymous with "sexy" and that still persists even post-breakdown and Womanizer and Till The World Ends were both videos where the media picked up on Britney being sexy again.

GaGa has been more and more dehumanized by her PR team since she started her career and most people can't relate to her, in any way (except her stans of course)

Well, people like Beyonce, Adele and even Katy to a degree, keep their personal life personal, as it should be. Stuff like pregnancies, divorces and sickness will get out into the public, but everything else is kept private or they just don't have much drama going on in their lives. People relate to what the artist presents to them, and if it's through the music then so be it. It's just that Britney connects with people more because she has been a media ***** and her personal life has been put out there for the whole world to see and dissect.
