Most (as in every) popstars are seen as manufactured by the general public.
Devoid of talent ? I agree but it has never stopped the GP to enjoy her songs.
Believe it or not but many people see her as a survivor and an inspiration while the other half still think it's 2007.
Anyway, Britney has the generational advantage (she defined female pop music in the 00s).
Also she has that strange alluring mystique of a flawed and a little bit childlike woman. And you can't manufacture that !
GaGa has been more and more dehumanized by her PR team since she started her career and most people can't relate to her, in any way (except her stans of course).
It's a shame because she seems like a sweet girl in some of her interviews...
