I just looked up this joestre8 person. His last post was on 6/17/2011. You can only send one report per day. From 1/1/11 to 6/17/2011 is 168 days.

This kid reported someone every single day, except for 4, from the beginning of the year to the day he left.

Before you could report a lot of times in one day but we recently changed that to fewer amounts so people think twice before reporting.

I think she means how many reports each moderator handles. It's different than how many warning posts the moderator hands out but instead will show which moderators responds to reports the most.
