Even though she's not going through a hugely successful era, she is still dominating the headlines, her videos are still the most anticipated, she is still the biggest ratings draw and she is still the one everyone talks about. I'd say so. Yes, on a worldwide scale. She obviously has a larger fan base. The critics appreciate her more than her other contemporaries (besides Adele), and she still pulls in huge ratings.

I'd say yes just because there isn't much competition. She has the whole package, and while Rihanna is closing the gap, I'm going to need to see some consistency in the quality of her videos and consistent album sales before she gets the title.

The truth is no one draws attention from so many different people than Lady GaGa does. At least not since Britney pre-Blackout.

Rihanna's not great with albums and Katy is a huge seller in the U.S. Lady Gaga's fame is international. Her songs might stop selling later on when her singles are rushed, but she's certainly not fading. She just needs a really good commercial single that will appeal to the U.S pop audience.
