YouTube changed their policy on how views are counted, and you cannot simply refresh the page without watching any of the video. You're free to try, though.

Justin Timberlake first started out his singing career in the Boy Band NSync. Later on he pulled away from them and started his solo singing career. With his amazing voice, he's nabbed over 5 Top 5 hits during his solo career including, "Sexyback", "My Love f/ T.I.", and "What Goes Around.. Comes Around".. He did recently collab with Lady Gaga in Lonely Islands new song, "Three Way(The Golden Rule)", which was AMAZING and funny as hell! And with EVERYBODY DYING for a new JT song already, what not better to get a song to #1 than him collabing with Gaga on a never before heard single! This song would go #1 for sure, no questions asked!
Foster The People just recently became a big name band after their hit "Pumped Up Kicks" hit the Top 3 on Both Billboard Hot 100 & Pop 40. This new Indie Pop Band has been hitting the big time after PUK's became so huge. With their 3 most recent singles after, "Helena Beat", "Call It What You Want", and "Don't Stop(Color On The Walls)", this band would be an amazing band to have collab with Gaga. With their so unique sound, and her awesome Pop writing skills, this would for sure be a Top 5 hit whatever they create.
Just recently Kanye teamed up with hit rapper Jay Z to produce what is now called The Throne. Kanye has not only collabed with Katy Perry on her track "E.T." which hit #1 on both Billboard Hot 100 and Top, but he's also collabed with Estelle on "American Boy" which was a Top 10 hit on both BBHot100 and Pop40. Kanye is known for his epic rap beats and lyrics, and I'm sure a collab with him and Gaga would get them a Top 10 hit.

And again, we're talking VEVO, not youtube.

She should take a detour to Australia on her way to the Japan radio show and boost it up a little.
Doubtful, only because when she was down there this summer whenever theyd ask when shed return she'd keep referring to 2012's tour. Not referencing another upcoming promo tour.

1. Everything on Vevo is powered by YouTube. The videos are streamed by Google's data centers and the view counts are ultimately calculated by YouTube.
2. Google isn't that stupid.

In all reality, there is no publicly available information (to my knowledge) regarding exactly how views are calculated, but I can assure you that techniques like holding down F5 do not work. In addition, if you are logged into a YouTube account, it's even more difficult to spam views, even in small numbers.

Everything you said in this post is incorrect, except for it being the same as refreshing the page on YouTube. The difference is that your back-and-forth communication with YouTube does not end as soon as you refresh the page. There is a constant stream of information back and forth throughout your entire interaction with any individual page that allows them to judge whether or not you legitimately viewed the video.
They absolutely care about where the views come from, on multiple fronts. Their entire empire is built on advertising money, and they process incredible amounts of information about where the views come from physically, what type of device they come from, whether the viewer is a repeat viewer, how the user ended up at the video, if a video was embedded, etc. In addition, they obviously care about view fraud, as well, and they have made many changes over the years to prevent it.
Also, there is a difference between a video view and a page view. Video views require Google to pay the video owner. Page views allow them to charge customers. Every time you refresh the page, it is a page view, but it is not necessarily a video view. Also, click-through rate on ads is more important than either.
