SOTY goes to the composers while ROTY goes to the performer

Record of the Year recognizes the artist, the producer, and a few others involved in the production (sound mixer, for example).

Song of the Year recognizes the songwriter, not necessarily the artist.

Even though 21 is a good album and commercially a success. The Grammy's are pretty fishy when it comes to things like this. Sometimes it's spot on and sometimes it's not.

I wouldn't say any artist have anything on the lock. Grammys like to have random decision sometimes, just like Arcade Fire winning AOTY last year
