Because Gaga's team is a mess this era. They put new songs out when old songs are still being spun and gaining on other formats. They need to freaking wait for a song to die completely or semi-completely before rushing on because they're so desperate for another damn hit.

From what I've observed, requests don't mean anything. Top 40 radio stations are controlled by their advertisers and they try to play the safest artists and music so people aren't turned off and cause them to lose money. Gaga has become too polarizing to be considered safe. And yeah, that sounds like an excuse for why she's not smashing, but I have no other explanation as to why KIIS hasn't put the song into PR.
Then again, Gaga's highest AI is 118, so that right there tells us she's never been a radio killer.
