the points is WMN? was a bigger hit, so obviously it appeals to a wider audience, and therefor is more likely to win that particular category, then Man Down, which as magical as it may be, was under-appreciated by much of America, and would therefor probably not do well.
EDIT: yes, technically they're not supposed to vote on it's peak or based on it's sales/chart performance, but it's peak helps define the like-abliity of the song, and thus the probability of that songs success.
