People continue to forget about cultural impact.
Rihanna doesn't have much cultural impact, and Katy has none at all. They're comparable to Paula Abdul, Tiffany, and Debbie Gibson.
That's what separates them from Gaga, Beyoncé, and Britney.

There were TONS of Dancehall artists when Rihanna debuted. Nina Sky, Sean Paul, Bennie Man. It's out right lie to say Dancehall was not in at the time.
