I feel like both Beyonce and Britney have underperformed with their most recent era's so I don't even understand the point of engaging in a stan war about it. Be happy that both veteran acts are still relevant and leave it at that. Beyonce has promoted nearly half of her album in some way or another to the general buying public, so it stands to reason that she would have greater album sales. While radio has been going hard with all of Britney's singles and her tour has been performing well worldwide, so it stands to reason she is having more successful singles from her respective album. The end.
Like I said a few months back I felt that this was going to be her worst selling album. She had pretty high standards with all of her albums scanning over 6 million globally. But I was always worried about the lack of hit singles on this album particular. This will end up with a round total of 2-3 million probably. That is pretty much the same that Whitney's comeback album did. That was seen as pretty successful for a R&B album. So I was right.
If '4' flopped, then only 10 albums this year were successes, so that doesn't make any sense.
"flop" is relative. If fans thought this record was going to do what IASF, BDay and DIL did they are/were sorely disappointed and mistaken. It's not going to get there. For Beyonce this assuredly is an under performance/flop/decline whatever you want to call it. However it is important to note the (lack) of general sales in this current climate. Adele and Gaga not included I don't think there are many albums which have broke the 2 million barrier that were released this year. That shows albums are still dying. It's sad to see that albums in the future will probably struggle to sell 1 million in their entire life time but that is certainly the way it looks to be going outliers not included.
21 + BTW are the only 2011 releases to have topped 2M WW? That can't be.
The closest figures I have are ones from July/August. These were the top 6 albums released in 2011.

So unless some monster seller has released their album from July till now I would say the answer to your question is "yes". We still have albums from Rihanna and Coldplay and they will likely sell tons globally but still. The outlook seems grim to me. Both B's will likely end up in the top ten for best selling albums released this year even with those paltry numbers.
