Lack Of Radio Airplay
It ain't that hard to see! Radios aren't playing her new music over there! Some radios just refuse to play her in general! Huge airplay is the reason her songs are doing so well in the US this era, it definitely ain't the "lots of promo" she's done there! If she got proper airplay in the UK, her songs would actually managed to crack the top 40!
I can't find it now, but I remember there being a thread here like 2 months ago showing what artists UK radios were playing the most that month! Rihanna, Adele, Beyonce, Gaga and Katy all had like above 8,000-12,000 plays! Britney on the other hand had like 700 or something! Was suck a joke!
