I mean it's to be expected though. Britney hasn't even left the state of California for promo outside of her tour. Everything else has been done by phone, LA, or SF (with the exception of the taped performances in Vegas).
If she barely leaves one state within the fifty state country of America, then we knew international promo was doomed. Overseas she left the album to survive on her name alone and even that's not enough anymore. If the public feels you don't feel the need or care to come to their country to promote your stuff, why bother buying their records.
If she doesn't continue to promote herself overseas she'll continue to lose her casual fans over there. The first week of HIAM's release world release proves they still love and are interested in her, but they need some attention from Britney outside of just tours.
