Katy is the CURRENT queen of radio. That's the only title she deserves.

ALBUM SALES > SINGLE SALES. Katy can sell 8,000,000,000 singles, but if she's not pushing as many albums as her contemporaries, then she's not as musically successful them. When you can get people to fork down $15 for a complete body of work as opposed to $1 for one song, you're doing something right.

Katy has more than a few #1s, she has 6. And Hot N Cold, arguably bigger than some of those #1s, plus the radio smash Waking Up In Vegas, and her artistic ballad Thinking Of You.

My answer is that Katy has more endorsement deals than Rihanna (or she did during the year Forbes counted their money). These girls don't make money from their music, they make it from their tours and endorsement deals. Katy has more paid endorsement deals than Rihanna, thus she makes more money. 
And no, that is not an excuse. That is a fact.
How much money Katy and Rihanna makes is IRRELEVANT because their money doesn't come from their music alone, so it's not an accurate way to gauge their musical success. An accurate way to gauge their musical success is the album sales and tour gross.
