Missy would have credited if she had contibuted for more that 50% of the sales. As she did only about 25% it doesnt make sense. Is it that hard to understand?

Deceptive ploys have always taken place with Billboard, so their credibility is still the same. Just ask Mariah.
And I wouldn't be so sure Michael wouldn't have done it. He was one of the artists who used the repression tactic (see "You Are Not Alone") and his label was accused of payola during the Bad era.

The simple fact is that Michael Jackson's number 1's were all genuine number 1's. Katy Perry's will have an asterisk beside them.
This is very true. I agree with this.
However, Katy's #1s actually topped the sales and airplay charts. I don't think all of the Bad #1s accomplished that feat. So, Katy's #1s should be considered legitimate smashes at the very least.

didn't she use the remix AFTER she went to number one?
Then what is these song is for? What? To maintain longevity so it wont fall off the chart. What you're trying to imply is its a lesser evil than wanting to attain a new chart ranking. They just have both concept applied in a different way.
