If they weren't going to give 100% to Cheers they might as well have not released it. It could be a #1 smash but not having an epic music video (possibly) could ruin the songs chances

Cheers was only released because radio was picking it up. Cheers would have been released sometime this era, but it wasn't actually planned to be released now. That would explain why Def Jam might not be putting 100% behind it.
That said, Def Jam did go with the flow and release it, so they should actually treat it like a real release. I think DJ sees that it is smashing by itself, so they think it doesn't need a cinematic video for assistance. It just needs a stadium full of partying people to "Cheers".
