That's how it was last year LOL.
The Navy could nominate anyone they choose but the most nominated in every category got the official nomination and a panel of judges pick who they want to win. Last year we had Eli, Ace Reject, Nicole, MP2011 , Deuces and Duca choose the winners.
But that's great because some of the categories could be biased and having panels is a great solution for that.
