The strategy from MTV was to put Katy up against a bunch of people with small fanbases that can't outvote her fans. I mean, Bruno and Adele probably have decent-sized fan bases, but they're not the type to waste their time voting on VMAs. Putting Katy against Beyone, Britney, or Gaga would guarantee a loss.
