hard is Rihs only UK Released single to not reach top 40. but you can blame Def jam for that.

You may count out RM since it was never an official single. So Cheers is the 6th single. They tried to send RM to radios only to test the market audience, it was never announced as an official single.

I think this is probably more like RR/Hard situation all over again. When RR totally flopped despite being one of Rihanna's strongest songs, they quickly sent Hard to radio to make up for the absence of hits to support Rated R. At the meanwhile, RR was killing it WW at that time.
Hard was never a single (at least in Bulgaria). I heard it 5-6 times for 2 months on the radio. RR on the other hand was massive ( it was played here almost as Bad Romance).
