Neither does the immediate public response of a song. A lot of the most revered and remembered songs of all time (Thriller, Stairway to Heaven, Like A Rolling Stone, Bohemian Rhapsody, Imagine, I Can't Get No (Satisfaction), Smells Like Teen Spirit, etc.) were neither immediate winners at award shows or #1 hits. Their impact came only with the passing of time, and I think it's pretty useless to try to say if anything of the pop singles of the now are going to have that effect.
One can take songs like Bad Romance and hope that they are remembered in that way, because Bad Romance has already produced a visible effect in how music videos are treated both by the artists and especially the public awareness of them. The same can be said for a song like ...Baby One More Time which led an army of female solo artists to dominance at the turn of the millenium.
Born This Way produced a phenomenal and memorable public response that hasn't been witnessed in years, and that might very well be why it's remembered. However, if Gaga does manage to stay around, I would be willing to bet it'll be remembered because it sums up everything she stands for and the in-your-face manner in which she rose to fame in a wonderfully executed pop song.
