It's not just about album sales, it's also about total records moved (albums, singles, ringtones, videos, etc.) You have to have a signifiant presence in the Pop world and culture for that matter. Okay, well let's go into more detail.
Aside from crushing the album sales of the others, she's sold over 34 million singles, is in the top 10 list of social media presences, has ~500 million YouTube views, is one of the most searched people in the world on Google and is the third most searched person in the United States behind only Bieber and Gaga.
Everyone in the United States knows her whether they like her or not, and just because she's not a flamboyant presence in the media doesn't mean that she's not constantly in the headlines.
