I wouldn't say there were enough performances in TFM era to make any certain claims to it being so incredibly consistent. I don't see any similarities from her AMA performance of Bad Romance to her Telephone performance on Music Station to her Alejandro performance on American Idol.
But she certainly has repeated her fashion this era. She wore the facial prosthetics quite a few places, same with the black/blonde wig, same with the teal wig. You're overstating the lack of any cohesion, certainly if you think it's something new for her.

The lobster hat and bat suit could easily fall into her obsession with avante garde that whole era.
I can go on with this for hours but the point is.. it was themed and not quick.
That's why people can distinguish a difference between TF and TFM and identify what they believe to be changes.
Born This Way is just a mess of things...what's the theme? I could see The Fame as electronic, disco, and bubblegum imagery. Fame culture.
The Fame Monster as dark and/or avante garde.
