Considering the current labels situation, maybe Jive won't care to "buy" a banner at this point. Or is that Britney's team responsability? Do we actually know who gets to decide what's gonna happen in these cases? Ugh.
Well, if there is indeed a contract with more released attached to it, I'd say they could very well sell it. Interscope wouldn't be a good place to go though, they're already busy - not to say facing some losses - with Lady Gaga, so they wouldn't be able to focus on Britney.
That said, I really don't know where Britney should go, cause I don't know how these labels operate when it comes to promotion and stuff... Maybe Live Nation? If anything I guess Britney would have freedom to make an album the way she actually wants.
interscope would be great. They have gaga, eminem, BEP, nicole scherzinger, and miss keri hilson. They all get pretty good artistic freedom, good promo, and more.

but boo the thing is those singles and remix were brand new when released. So of course they would get a banner. I wanna go has been on iTunes for months now.

It's her team who decides/buys. Jive only pays for it. Think of them as a credit card company.
Her team pays for stuff with Jive's money, but the team gotta make sure they get more money in return or else they get those privileges taken away.
