Most of the hype surrounding her isn't even about her talent so I think she's underrated in that respect. A lot of people aren't aware of how well she can sing live:
CERTAINLY not more overrated than Taylor Swift, that's for sure. Winning AOTY for a collection of fairy tale songs is the definition of overrated.
Overrated by who? Gaga gets decent - but not great - reviews. She's won a few Grammys but never dominated like Taylor and Beyonce. She swept the VMAS but that was actually well-deserved. The general consensus has never been that she makes great music.

GAGA is hyped because of her songwriting abilities & being able to entertain on the stage, she already had a musical past, all she needed was a push, but she can be overrated but for right reasons.
A lot of her fans hype her too much, but generally she is underrated. She doesn't receive half as much credit as she deserves considering how talented she is.
