This one is not true. They changed a rule the same week Blackout was released affecting the chart position of the album at the last minute
That was back then... when different people were running Billboard and their policies. Now their policy is to not change policies in the same debut week so that it doesn't affect their chart debut.

People are asking them to put a price treshold (like albums that cost below $1 wouldn't count, for example) but the man is saying that the music industry is changing and they can't do that.
She would still be able to chart at #1 without those sales. It's not like ALL of her sales are coming from Amazon. Her album was selling in stores at full price. I don't see what policy would affect her.
