You are only partly right. ISAF was a glorious era for Bey internationally. It spawned her biggest selling European album. But in the US I would say that ISAF is on B'Day's level but a bit lower.
I mean B'Day released a certain astonishingly-mega-airplay-smash that Bey (and no one else other than Mimi) will ever top. It ended up scanning 3,200,000 sales per Soundscan, which is more than the 2,9M scanned by ISAF. Of course one could argue that sales were higher back then, but I would say that B'Day was a bit bigger than ISAF in the states.
