Shall I remind you of Single Ladies? It debuted even lower than Run The World (may I remind you Run The World is Beyoncé's second highest debut after Naughty Girl?) and after two months, yes two months it sky rocketed to #1.
Now, that may not happen to Run The World, but I can assure it will jump loads of spots whenever the promo and video arrive, so you can remain delusional by saying she is flopping, which is obviously not true. It's doing well in Europe, and it's going to do even better after the video has arrived. You know how vital a video here is, let alone in the rest of Europe. 
No, because Poker Face was Lady Gaga's second single as well, and it was a bigger hit than Just Dance.

It has been underperforming, yes. The video will most likely change that though, the general public is showing interest and the song is rapidly increasing on iTunes.
Beyoncé is flopping, you are delusional for saying otherwise. Yes, the video and upcoming promotion will most likely do the song good and will make it rise on iTunes, but as of right now she is flopping.
What has that to do with anything?

“Run The World” is flopping and rightfully so, it’s a weak lead single, especially considering her talent, cause she’s capable of so much more. She’s my second favorite female artist after Britney, but I hate that song. I bought it because I support her, but I really didn’t like it.

I completely agree. I was looking forward to see what her new single would sound like and I hoped she would positively suprise me, but I was extremely dissapointed.  It sounded dull and to be honest, I might have not even given the song more than 5 spins.

Flopping? You're quick with labeling singles flop that haven't even had proper promotion or have yet their video to be released. I mean, Beyoncé nor her team haven't even said a word about it, while Lady Gaga has been promoting her and Judas' ass off. 
She was on Ellen, posting links, lyrics', promo on Twitter, andhas a video out that's already been viewed over 2 millions times, and yet it's struggling to go back to the top 10 again.
Run The World is doing way better in Europe than in the U.S., and it's doing even better than Judas in some countries.

It already peaked at #1 on iTunes, unlike some other track, a lead single actually.
"Hold It Against Me" and "Born This Way" (until the Grammy performance) had no promo whatsoever, yet they managed to become hits and opened with 400K+ in the US alone. Even though her last era widened her appeal, both in the US and worldwide, Beyoncé failed to do the same. She didn't even come close, she couldn't crack 100K. After all, she is Beyoncé. With an established fanbase, promoted or not, "Girls" should have opened with much bigger numbers. Even Katy, Ke$ha and Rihanna did it.
Twitter is NOT promotion.
Oh, and is comparing "Girls" to Lady GaGa's, how you like to call it -- ***underperforming***, second single, really the way to go? Compare it to "Born This Way." Although it failed to reach the heights both songs did, even "Judas."
