She simply isn't as confident performing anymore and that is why we end up getting the stiff performances from her with little life to them. She isn't comfortable on stage anymore for some reason. The footwear isn't even 20% of the issue. If she had even half of the confidence she had during her prime then her performances would look like 5 times better then what they are now.

NO! The segments from the documentary where she was in heels...she was stiff. The only parts of the dance rehearsal in the documentary where she looked fluid and an actual dancer was the small part where she wore tennis shoes. She can dance in heels, but only small stub heels. The quality of her dancing goes down when she wears such footwear, the performances support that.
Her confidence plays a part in it for sure, but not a lot. When on the Circus Tour, it was quite evidence she was nervous and didn't have the same confidence and swag she once did, but she settled down and started having fun. The nerves evaporated, but the heels didn't. It's the footwear and a bit of confidence that has led to these stiff performances. Again we have seen rehearsal and behind-the-scenes footage that show her dancing nicely, where she was either in shoes or small heels. Once she hits the stage, it's all about how big of heels she will wear and how nicely stylish the are....I am not here for that mess. Give her those toxic heels and call it a day.
